Yes, it is spectroscopic notation. 3/2 means electron and orbital spins are parallel (1/2+1=3/2), and 1/2 means - antiparallel (-1/2+1 = 1/2).

Transition between these two states of electron in H atom results in this 1.4 GHz radiation (there is "SETI at home" screen saver processing this line).
