Yes, very possible that all elementary particles are quantum waves of exited states of vacuum (or space-time) itself.

As an exersise I can shown how from the single assumption that there is NOTHING in the Universe except waves moving with the fixed speed - speed of light c, you can derive a lot of fundamentals: existence of only two kind of particles (bosons and fermions), derive origin of inertial mass of fermions (and relativistic increase of this mass with motion), derive origin of de Broigle waves, origin of least action principle, origin of uncertanty principle and some other fundamentals.

May be, indeed, we live in completely empty but wavy Universe.
