A spining black hole deep in space, don`t all black holes spin? Everything elce in the Universe spins. Why wouldn`t a black hole.
However this masive density would have to spin faster then light to over come the distortion that the black hole is already imposing one the fabric of space/time.
If this did happen and it were possible to pass through the center of the vortex, I would think that yes you would travel to another place in space and time.
Deep Space 9 does it all the time.
