Plate Glass Table Tops?

I have been reading the posts on this forum for a while and really enjoy them. I am fairly new to astronomy but I would really like to try and make a mirror. As a first time mirror maker, I am not wanting to spend much money on a mirror blank that I could ruin. I'm probably going to try to find some plate glass in my area and had some questions for you guys;

1. What would be the minimum thickness of glass for an 8 to 10 inch mirror?

2. Is it likely that plate glass used for table tops would be tempered?

3. I doubt that I will find glass in the size and shape I want, so what is a good way to cut a blank out of thick glass?
