Making Of A Tool Or Lap?

Has anyone here ever made a cement tool? does it have to be sealed,or is there any special way it has to be done. I'm thinking the cement would be better then the plaster....any opinions, I have a kit with tiles, and I am debating between them,lots of sites on how to make the plaster tool, but none on the cement,my fear with plaster is if it is not sealed correctly and water gets to it when washing....well, but my concern with the cement is even though you dont use sand, only the mix and water,will washing affect it, would not want particals falling of the tool during smoothing.so what do you all think, your help would be appreciated, Thanks
