Do You Have To Rough Out The Mirror??

I was reading about making a tile tool, and it stated that, you had to dig out the concave in the mirror to almost the depth you required before you could begin to use the tile tool.....(((Question))) Why cant you grind in the regular way with the tile tool....Is there anyway you can do so without roughing out the mirror first? If so how? Thanks...
