Building a telescope is not hard. There is even a supplier in India nearby for the glass and other things necessary.
A 8" scope of about F8 or so would be a nice first scope and it wouldn't be hard to build. Shorter widefield instruments do have a bit more difficulty when finishing the glass to the final shape so I would suggest that you stay with a longer instrument that will be easier to figure.
I also suggest that you search the web for the various mirrormaking articles that are out there, including mine. There's a lot of info on making and testing mirrors.
