Actually, the catalog lines in this version of hipparcos.edb do appear to contain an epoch time which is consistent with that documented in the full Hipparcos catalog data. An example line from hipparcos.edb:

HIP 1,f|S|F5,00:00:00.22,+01:05:20.4,9.10,1991.25

The last "1991.25" is exactly the epoch time for the Hipparcos catalog data.
