Yes, he'll love the refractor forever. Yes, he needs a new diagonal, and I too like the William Optics version. As for contrast, that depends on many things, such as baffling, quality of optics, and so on. But if refractors are really so superior, why were nearly all the best ground-based photos ever made of Jupiter made, in fact, by amateurs with SCTs and Newtonians? Go through the recent issues of S&T and count the photos.
But for a city-dweller, I think the refractor is a good choice.
