I got a couple replies from MAPUG readers.

The set screw in the RA lock knob was very loose. I just put the knob in place for the RA to be locked and tightened the screw. Now it works fine.

In the future, I'll loosen the RA lock before I put it in the box and loosen the dec lock after I get it in the box.
