Hello Dick, How true!
It seems to me that kids can do whatever they want to nowadays. They can beat up the teachers, sue the parents, do poor academically in school and blame the teachers. Something is clearly not working properly. There are no role models. Most kids cannot handle the freedom that which comes with the high price, called responsibility. Teacher's primary (only?) job is to transfer the previous/current knowledge to the next generation. Yet, they keep getting involved in more complicated duties, such as, as you mentioned, guardian or policeman. Is there a solution? Yes, GIVE ME YOUR VOTE!
We need to reduce misbehavior, not class size.
