A Computer Is Not Conscience.

A computer does not know that it is conscience, therefore, it cannot be considered conscience. A Consceince computer would do things all on it's own without the need of a script or program. Not everything needs a physical mechanism in order to be considered existant. Another thing, Conscience may very well have a physical mechanism and we not yet know about. But the fact of the matter is that it exists wheter in physical, or spiritual form.
