In reply to your question, the processes of life and evolution are guided by multiple principles and laws (or regularities of nature). For example, you need more than the quantum least action principle to fully *explain* the evolution of life, however it is apparent that evolution is (ultimately) a result of quantum processes.

For example, galaxies form along fractal characterizations which is a complex order with unique 'rules' than what is expected from purely a quantum least action principle.

No doubt, there are mathematical characteristics to the complexity seen in nature, but no one can rule out the possibility that mathematics is the mind of God (as the Indian mathematician and theist Ramanujan often mentioned).
