Whatever primitive human could not explain, he put God behind. Sun goes from East to West - Ra pushes it. Thunder - Zeus making it. And so on.
(Now is exactly the same, by the way - we delegate to god(s) what we personally don't know.)

So, you don't need Jesus or Budda to start a religion. Just pick something you can't explain (say, magnetizm) and place god behind it. Worship and enjoy.
