Can There Be Competing Theories, Both Verified?

Is it possible to have competing theories for which existing observations can not distinguish between them OR is it that to be a scientific theory all competing ideas must have been rejected as being inferior? Your explanation of what constitutes a theory seems to indicate that you can only have one theory at a time covering the phenomena.
