Also, sometimes the problem is that somehow there are more % of dumb people among those who have power (bosses, for example) than among those who don't (who work under them, for example). May be because latters are usually younger? (With age we get less and less brain left but sometimes more and more power "to change the world" - so there is not much can be done here either).

But I think, educators/scientists should not give up completely - otherwise literacy will indeed be taught only by parents and by the only parent (he or her) who is still literate.

On the other hand, may be USA does not need much science, education, logic and all this "nasty, hard-to learn, and anyway boring" stuff? May be our kids do not have to struggle through stressy math/science tests to only be frustrated and depressed by down feeling? May be we all be better off with less and easier education?
