No, the problem in cosmology is that what we see is LESS than critical mass, and as inflation predicts, mass HAS to be equal to critical all the time as less heavy Universe would quickly scatter to zero density and more heavy - whould quickly collapse back. So you are right that due to the fact that it (Universe)is still there, its mass HAS to be equal to the critical one. But what is called omega is the ratio of mass we SEE and othervise DETECT to the critical value of mass the Universe HAS to have. So far, we SEE and DETECT only small portion of critical value (10-30%). That is why there are a few hypotheses about what could constitute the rest - unknown fields or particles, or unseen radiation, etc.
