Protons and electrons attract each other electrostatically and create atoms. When two or more atoms come across, they attract each other electrostatically and combine in molecules (we call this chemistry).

Electrostatic interaction of complex molecules is what we called biology, or life (of various levels of intelligence, depending on complexity of cell structures we call brains).

When charges move (say, electrons in atoms), they create magnetic field which actually is relativistic part of electric field - just a consequence of motion, and thus some atoms may interact magnetically.

All interactions are based on well known fundamental laws of physics (actually, mathematics) and nothing more.

You do not need any presence of God here, and there is no other job for him (or her) in the visible Universe - everything goes by itself.
