I don't know the region of space you refer to, but I believe it is outside what astronomers call the band on matter? Of course this is the known universe on a limited field of vision, it could very well occur for infinity, we do not know.
As far as time, I have convinced myself that no such thing exists other than the present, and the reason we abstractly believe that there is a past is due to living within a changing present, and the future is abstractly believed because we are able to move within the present and cause change.
This leads to the ability to predict events before they occure based upon present knowledge and our awareness or manipulation of it.
