As far as developing wings is concerned- how about flying squirrels. There you see wings in the making.

I believe in creative evolution. For example, reptiles have a peculiar structure on the sides of their heads that has no know purpose. It is thought that the structure eventually evolved into the ears of mammals. If true, and nobody knows for sure, this suggests that some probably intelligent force was planning ahead.
