Can any arrangement of lattices, matrices, binary programs or other geometry
create the basis of free will? I believe
I have a vaguely satisfying answer to this -- and by not telling you my answer, I do not impede your ability to figure it out.

from the perspective of a person it is meaningful to distinguish natural from artificial. From the perspective of a higher level source of consciousnes or information,
human information might seem functional in a natural sense.
Paul's discussion of upward and downward information and the radio metaphor are highly illuminating, and when combined with the remote operator of the Mars Rover, we arrive at a place of mystery we have not discussed much.
Paul mentioned "free will" as critical to the operator's difference of having "consciousness."
Your radio metaphor, Paul, leaves me feeling that the same difference -- free will -- makes all the difference. All the information is conveyed upon a medium by design processes whose difference is free will... and its after-effects. The critical choices in free will are the intent to create:
1)specific effects, either primary or secondary, and 2) purposeful or inadvertant.
The reasoning activity which supports these choices is also governed by free will. Does a communicator give this strong thought or not?
I am deliberately trying to add to the pooled coherence on this topic because I am perceiving that illogic on the topic is doing more harm in most cases than power which comes from logical comprehension, especially if the logical comprehension is distributed widely.
