No, they are meant to be unrestricted what means that within bigger system any system may emerge.

Wrong conclusion, it is not excluded that systems with fixed grid like spin networks may have some limited learning ability, these are cellular automata. I don't know though that anybody really succeeded to teach them anything. Conway's game of life can implement a simple Turing machine and at the same time it is self-developing, but it is another question whether development may lead to Turing machine because they are restricted in development. Implementing Turing machine also is not any solution for artificial consciousness because Turing machine implements processes sequentially while in the nature they happen massively simultaneously. Absolutely dynamic systems differ from cellular automata in that they don't have regular grid and so anything anywhere may become connected to anything, something like nonlocal connections if we use analogy in physics. Because of that and because of how they are derived, absolutely dynamic systems are much less restricted.

Genetic programming needs many rules, not just minimum number of rules like absolutely dynamic systems or even cellular automata. All the possibilities are generated by specific rules, and they must be complicated rules because genetic algorithms are not completely self-developing. They can do only what rules allow them to do, we must write a new algorithm if we want them to do something else.
