So it's not ether. The sense it may make is that no space would be necessary and there usually is nothing in nature what is not necessary for something. It's just one possibility though out of many. For me nothing strange if it was so, but it may not be.

Concerning the experiments of slowing down (and speeding up) light they also describe propagation of light like in a way jumping from atom to atom, not moving in space pass the atoms. There are many articles about it, this is just a kind of random one http://www.msnbc.com/news/242698.asp?cp1=1
