The story contains this paragraph, with its logical problems: "Yes, a rather shy but sweet hydrogen core cluster intelligence in a class nine star in G445 zone. Was in contact two galactic rotations ago, wants to be friendly again."

In the Milky Way Galaxy, "two galactic rotations"
would equal four hundred million years. Implausibly, the wave pattern of casual contacts with the "sweet ...intelligence" would imply 400 million years is not very long to the speaker.
Yet there is no maturity level even artistically suggested which suggests even one percent that much continuity of cultural experience. The *capacity to be surprised* by meat that thinks ( or whatever ) should have dwindled over a course of, apparently, billions of years.
On the other hand, it is true that many cultures on the planet have exhibited, after thousands of literate years, a willingness to be smugly conventional about their own religious beliefs (like Michael Medved on the radio) and back it up with force of organized violence (the justice of "prosperity for the management class").
I guess if it can happen here, it can happen anywhere. Do you suppose some day those aliens will put up their own Maginot Line and think it is strategically advanced? Or build their own Great Wall?
That's quite a story. Did you find it on a junior high school assignment? If so, that kid has potential, though apparently not much interest in the sciences of biology, astronomy or communications.
