1) Present tense existence does not include all the necessary information about what exists.
What exist(ed) is part of the universe too.
What "will or may later exist" is part of the universe Historical information only "exists" in the abstract or symbolic record. Example: A supernova's peak show in our sky has come and gone; information about that peak is still key to describing the universe as it exists, yet that moment does not exist any more in the supernova itself.
2) Our perception of the universe includes various errors and delusions and lies -- and
the perceptions are fleeting, unlike the more
stable timetables which revolving galaxies seem to keep.

None of that makes any sense to me. Perhaps it is my lack of training in science. Nevertheless you offered 3 meanings. I just want to know which one you meant when you said "only a partial universe".
