Don't know what you mean, perhaps it may be in some way be considered as a charge. But it's ambiguous because if the word "consciousness" is used then it can be taken in the common and most wide sense, ie totality of human's thoughts and feelings (Oxford dictionary). Perhaps some other word must be used for that. If we use consciousness with some other word like "artificial consciousness" (artificially simulated consciousness, part of consciousness what can be artificially simulated) then that restricts its meaning. Also there may be "consciousness mechanism" what is not consciousness, but a mechanism what drives consciousness, but even this is subjective because we must be able to be sure that what it drives is consciousness.
