Not really, but the deeper interpretation sure made it seem that way to many a man.

Yes. Able to apply the law to the heart.
For without the law we would not know sin ?

You cannot teach a kindergartener differential calculus. The Old Testament was laid out to be our schoolmaster.

No. In this case, God is revealing in more depth what He wrote. You are no longer in kindergarten.
