Are Mute Individuals Not Homo Sapiens?

If we restrict the definition of homo sapiens to individuals who can speak, then people who are mute or unable to learn to speak because of deafness would not be human. Yet these people are able to sign and maintain their own culture in spite of their limitations in the area of speach.
