I don't think our science had already separated two groups. If you have a particular "sickness" in mind, please explain it again. I suspect
bad "wiring" is genetic and that almost everyone thinks their own wiring is pretty good.
Certainly you have to define the "sickness" better.
Recombining DNA via sexual reproduction in humans results in unpredictable outcomes, at least in the short term. If you mean to advocate a long term breeding program, that is interesting. So far as I know, I have seen only poor evidence that any ethnic group on Earth is extraterrestrial or genetically very far above other ethnic groups. Culture and habits of mind are certainly important. I wonder, though...
