Agreed, however this would not serve as an interesting condition.

If their paths constantly cross due to a slight change in direction due to mutual gravity they would remain in a cloaked form until an outside action helps in the separation.
I would speculate that the cloaked photon pair could now be considered mass if their mass properties remain in tact.
