If photons do have an attraction to one another
and if two photons were traveling almost parallel then the gravitational force could prevent them from separating.
This would cause photons to orbit one another very slowly as they progressed on the almost parallel path.
They could also form a flat orbit which would cause them to oscillate in and out of cloak slightly.
