is not my forte. but intuitively i have a handle on it.
and i was not even aware of Noether's theorems.
i can see where an understanding of the ideas of "proper" conservation laws is useful in understanding Stafford's papers. hopefuly one does not need to understand Noether's mathematics in order to fathom Stafford's if so i've grossly over estimated my capabiltiy to follow his paper.
i think your post shall be helpful in my endevor to review Dr. Stafford's paper.
