I don't make proposals regarding global governance because I think handing over blood bought American soverignty to European socialists is a bad idea.

"Available", as the term implies, rules out the polar ice caps, tundra etc.

Modern agriculture requires relatively little land to produce vast quatities of food.

Assume that the quantity of land devoted to agriculture is the same as it is now.
