It appears tha the comtroversy is whether an instantaneous derivation of the potential tensor or a time delayed derivative should be taken to get the force of gravity.

Van Flandem claims that in GR when you take the instantaneous derivative, you are assuming and infinite velocity for the speed of gravity, but not the speed of gravitational waves, which are at the speed of light.
