It is closer to:
"no God exists as religion describes God. However, due to their X (where X is all the other stuff that I cannot sum up in a sentence, Stormcrow), they have as much (that is, precisely as much) as they would if they did."

That is not only for 'believers', but for all who have though about a God. And the human race collectively, and any other life form that may or may not exist, and has the capacity to comprehend the concept of God or religion... directly, anyway.
