The lie I am talking about is the implied lie.
Since you were patient enough to sort out the subtlety this far, how about telling me whether it is not a lie to say Islam is merciful and imply they follow the Golden Rule, and then turn around and attack persons who are nice to them.

Alternately, it might have been someone else who committed the attack, but then I should not accuse anyone of lying if I don't know who might be doing so.

You're thinking of a government which educates its citizens in human rights and freedom.

If they indoctrinate their citizens in another way, maybe the actions of those citizens do represent the government.
