If Luis is uncertain about his uncertainty; that means he might be certain after all?

That is, his uncertainty must be tentative; perhaps he is certain after all.

Are you uncertain if it will rain in three days time? You might say "maybe".

Maybe? Well, you might say I'm not certain about making that call; I was going to say I was uncertain but then this weather system looks like doing such-and-such so I was thinking I can hardly feel uncertain about it; I'm not that certain about saying I'm uncertain.

Perhaps I'm certain after all.
