I think you're right, it's not really fair to call any scientific theory a 'law' per se, I think it probably gives the wrong impression to the public. There are kinds of laws, though. Ya got yer local laws and federal laws. Local laws are only applicable in the small area in which they are followed (scientific descriptions), whereas federal laws encompass the whole of the nation's (universe's) standards. Local laws are what we've got, federal laws are what we aspire towards.

Boy, that was a terrible analogy. Maybe I should stop writing whilst being dead tired.
