My guess is that actually his claim that F must equal zero is incorrect and that the delta function definition of physical laws is correct including the infinities in the delta functions. Then upon integrating over the delta functions, one obtains a fundamental equation for the laws. The notion that P=0 is then unnecessary.

It seems that non-zero delta functions are mathematically incorrect based on his definitions, but they are physically correct. But I cannot claim to understand how that can be.
