Better yet, why not let Dick speak for himself. Here's what he says just ahead of equation (1.27):

"[W]e may state unequivocally that it is absolutely necessary that any algorithm which is capable of yielding the correct probability for observing any given pattern of data in any conceivable [set of numbers] must obey [equation (1.27)].

His sentence is a lot shorter than mine, and I'm sure it's more accurate.
