Three levels at least:
1) coded by DNA...will occur under the right chemical conditions as we survive. A lizard tends to grow its tail, if the story is right, because its DNA is already arranged for that.
I don't know whether there are lizards whose tails regrow, or under what conditions.

2) carrying out the original plan unless stopped by a higher power: this can be muscles or anyone who is very obedient to what they believe is the prime directive just now.

3) Thinking -- this may direct the others but may take some difficulty. DNA is very tricky to manipulate and we apparently lived most of our history as humankind without knowing about it.
Or with muscles...playing a sport may require great coordination between body and mind, which still leaves questions of training, strategy, sports ethics, and moment-to-moment decisions during a game.

Thinking may also be performed with varying degrees of depth and quality and commitment. It's not simple
