I should have said that clock speed changes from the perspective of another frame of reference (with respect to motion and gravitational field). From the perspective of the person travelling in their relativistic-effected FOR, the clock speed remains the same as when they were travelling at non-relativistic speeds or non-relativistic gravitational effects.
