Aurino,

I wouldn't consider Gell-Mann a top mind on issues dealing with nuclear physics, but he is (or was) a top mind in particle physics. The factors that make someone a top mind include their ability to introduce innovative solutions to long-standing problems (sorry, IQ is worthless in science, philosophy, etc unless you actually do something with it). A 'top mind' could be an emerging talent or a well-established one. They usually head up their fields, but not always.
