Societies have rules for acceptable behaviour. These rules should be clearly identified; legislated by democratic legislature and not dictated by some self-appointed 'Taleban'.

Sure, some people allegedly cause a social nuisance and even endanger others. That should be dealt with by proper legal procedures (which may include dispute-resolution procedures. In such procedures, you have "a dispute between PARTIES" (neither PARTY is mis-named 'Dr.' or 'patient', 'insane' or 'sane').
