only on Earth in 1900, then on planet X in 2100, then on planet Y back in 0 BC and so on? (Say, knowledge about quantum mechanics).

What if planets are at distant corners of Universe? Which one should be first. Well, how do you define "first" , "second", etc for distant corners then? Which local time coordinate does he use to prioritise "spread of the word"? How does he manage to get "the word" from one corner of universe to another if civilisations happen to develop almost "at once" in his local time coordinate system, while being separated by billions of light years?
