Why lasik operations were routine in USSR 20 years ago, but in US are just becoming?

Why some Moscow clinics use plasma instead of knofe (it is much cleaner, safer, less blodier, etc) and US have not heard of it yet?

Why in russia brain surgeons use brain cooling technique (rate of chemreactions obey simple law exp(-E/kT) thus brain deterioration slows considerably with temperature drop), but US never heard of such?

Should I list many other technologies US was (and is) way behind "commies"? Like a bullet train we have since 20 years ago, and US just barely started into this technology? Or like liquid hydrogen fuelled plane US never had? Should I remind you space exploration history where americans failed so miserably to commies? And even remain so - russian rockets and planes can lift much heavier load than US. We have nuclear reactors in space powering many satellites for two decades, and US does not have this technology yet.


And on and on and on - there were and are tons of technology/ research/ medicine/ etc areas where US was (and is) miserably failing to commies.
