Hi, Alex
You didn't mention the input that would
determine the direction. Perfect verticality
could be defined as
1) perpendicular to the center of the earth
or
2) perpendicular to the sum of forces (ie. rotational energy and gravitational energy

These two cases would have different outcomes

Case 1) could fall without any added force,
but could take thousands of years for the building to become unsound
Case 2), assuming perfect balance, would require
an energy input.

Don't let your friends knock over any monuments, please.
