At one time the Soviets had a fine space program, and I don't think anyone here would blame Alex for lamenting his nation's collapse.

As far as the moon being the 'logical' first step, it's certainly arguable that it was not. But the fact remains that both nations had their sights on the moon. The shared objective could have been to crash a probe into the sun, and logic aside, the fact remains that the first nation to do so would have proved that -- at least insofar as accomplishing the shared objective -- they were the more competent space agency.
