Calling Chechen terrorists "freedom fighters".

Suppose, California wants to separate from the US. To achieve this goal, californian "freedom fighters" will consistently blow Washington DC targets like federal offices, apartment complexes and supermarkets. In addition to that to put a little more pressure on USA government, they sistematically go to neighboring states Nevada, Arizona and Oregon and kidmap government officials, companies executives and other visible folks. What for? For money. They cut one finger (and other pars of kidnapped individuals) per day, until demanded ransom (usually not big - a few million dollars) is not paid in full. After that they kill the kidnapped person.
