Here is somebody over in sci.physics.relativity who gave it a little thought and he certainly doesn't agree with you. Interesting thing about this is Stafford, PhD. didn't respond.

Bilge:
It's quite simple to build such a device. So simple, most people
don't see the forest for the trees. Since every single electromagnetic
scattering cross-section or decay rate has a rate fixed by the same
coupling electromagnetic constant, any device that measures those
things, constitutes a clock.

(just the first exchange but since Stafford thinks clocks don't measure time it is a critical response).

There have been several exchanges between Stafford and 'establishment'(the physics community) folks that have been vacated by Stafford immediately after engagement. I guess this is because the 'establishment' folks hadn't really thought the problem out carefully.
